DOT Supervisor Reasonable Suspicion Training

Reasonable suspicion testing is the only part of the federal drug and alcohol program that can take an impaired driver out of a truck before the trip starts. Every other test — pre-employment, random, post-accident, return-to-duty, follow-up — runs on a calendar or on something that has already happened. This one runs on a trained supervisor noticing something and acting on it. 49 CFR 382.603 requires that all persons designated to supervise drivers receive at least 60 minutes of training on alcohol misuse and at least an additional 60 minutes on controlled substances use, covering the physical, behavioral, speech and performance indicators of probable misuse. This course is built to that split: modules 1 and 2 are the alcohol hour, modules 3 and 4 are the controlled substances hour, and the enforced seat time totals 120 minutes so the requirement is visible in the record rather than asserted on a certificate. It covers what Part 382 actually prohibits — including the four-hour pre-duty rule and the 0.02-to-0.04 removal that supervisors get wrong in both directions; the indicators for alcohol and for each class on the DOT panel, together with the medical and fatigue confounders that mimic them; the 'specific, contemporaneous, articulable' standard and how to meet it; writing an observation record that holds up on review, and the deadline that is far shorter than most supervisors realize; the two alcohol testing clocks and why they do not apply to drug testing; how to remove a driver and get them home; the collection, laboratory and Medical Review Officer process; what counts as a refusal, including the shy-bladder procedure; and the FMCSA Drug and Alcohol Clearinghouse, which most older supervisor courses on the market do not mention at all. Written for terminal and operations managers, dispatchers, safety directors, fleet owners, and anyone else who supervises CDL drivers. Issues a Migna certificate of completion stating the two hours of training and carrying a publicly verifiable certificate number. The 60/60 split the regulation asks for is evidenced by the course outline, which an auditor can read module by module — the certificate states the duration, not the breakdown.
