Process Safety Management (PSM)

Process safety is not personal safety with bigger numbers. A site can go years without a recordable injury and still be one management-of-change failure away from a release that kills people inside the fence and outside it. Every major process disaster of the last forty years happened at a facility with a respectable injury rate. This course covers what makes a process covered by 29 CFR 1910.119 and which facilities are excluded; all fourteen elements of the standard and how they connect; the process hazard analysis and its five-year revalidation; the training requirement and its three-year refresher; management of change, which is the element whose failure appears in the causal chain of most major incidents; mechanical integrity and the deficiency rule; the pre-startup safety review; hot work permits; incident investigation within 48 hours; contractor selection and oversight; and the three-year compliance audit. It is written for operators, maintenance technicians, engineers, supervisors and EHS staff at covered facilities, and for contractors working inside one. It also explains where EPA's Risk Management Program under 40 CFR Part 68 overlaps and where it does not. Issues a Migna certificate of completion.
