0.1 ppm and 0.1 percent: the formaldehyde numbers people mix up

OSHA's formaldehyde standard, 29 CFR 1910.1048, contains two thresholds that look almost identical on the page and mean completely different things.

One of them is a concentration in air, measured in parts per million. The other is a concentration in a liquid, measured as a percentage. They both happen to be 0.1, and they govern entirely unrelated obligations.

0.1 ppm decides who gets trained

Employers must ensure that all employees assigned to workplaces where there is exposure to formaldehyde participate in a training program — unless the employer can show, using objective data, that employees are not exposed at or above 0.1 ppm.

Note that this floor is well below the action level of 0.5 ppm and the permissible exposure limit of 0.75 ppm. A lab that measures 0.3 ppm is comfortably below both of those and still owes its staff the full training program, at initial assignment, whenever a new exposure is introduced, and at least annually.

Reaching for the action level as if it governed training is one of the two classic errors with this standard.

0.1 percent decides whether you need an eyewash

Where there is any possibility that an employee's eyes may be splashed with solutions containing 0.1 percent or greater formaldehyde, the employer must provide acceptable eyewash facilities within the immediate work area.

A separate threshold governs the drench shower: where employees' skin may be splashed with solutions containing 1 percent or greater formaldehyde, conveniently located quick-drench showers are required.

Apply those to a real bottle

Here is where a second confusion compounds the first.

Formalin is roughly 37 percent formaldehyde in water, stabilized with about 6 to 13 percent methanol — which is a toxic alcohol in its own right and belongs in your SDS review and your spill plan.

"10% neutral buffered formalin," the standard histology fixative, means 10 percent of that formalin. Its actual formaldehyde content is about 3.7 to 4 percent.

So a bench running routine 10% NBF is working with a solution that is above the 1 percent drench-shower threshold and far above the 0.1 percent eyewash threshold. Both facilities are required. The thresholds are low enough that almost any workplace handling a recognizable formaldehyde solution crosses them.

The other three numbers

For completeness, the airborne limits:

  • Permissible exposure limit: 0.75 ppm as an 8-hour time-weighted average
  • Short-term exposure limit: 2 ppm over 15 minutes
  • Action level: 0.5 ppm as an 8-hour time-weighted average

The STEL is separately enforceable, and it catches people. A great deal of formaldehyde work is short and intense — decanting fixative, grossing a specimen, opening a press. An 8-hour average can sit comfortably below the PEL while a fifteen-minute task blows straight through 2 ppm. Averaging a spike across a shift is not compliance.

And the lab rule runs backwards from what you would guess

The Laboratory standard, 1910.1450, covers most laboratory chemical use and is generally lighter-touch than a substance-specific standard. But it does not apply to formaldehyde use in histology, pathology, and human or animal anatomy laboratories.

Those labs — the ones that use the most formaldehyde by a wide margin — are covered by 1910.1048 in full: monitoring, regulated areas, medical surveillance, annual training, all of it.

A quick self-check

  • Do you know your airborne numbers, or are you assuming? The standard turns on measurement, and odor is useless here: reported thresholds straddle the action level and the PEL, and olfactory fatigue sets in. Smelling it does not prove overexposure; not smelling it does not prove the absence of it.
  • Is there an eyewash within the immediate work area of every bench where fixative could splash an eye?
  • Is there a drench shower where it could splash skin?
  • Is your training annual, and does it reach everyone at or above 0.1 ppm rather than only those above the action level?
